3、someprivatedaynurseriesandpre-schoolplaygroups(whicharelargelyorganizedbyparents).TheGovernmenthasstateditscommitmenttoamajorexpansionofpre-schooleducationandwantsallchildrentobeginschoolwithabasicfoundationinliteracyandnumeracy.FromSeptember1998itisprovidingfreenurseryeducationinEnglan
4、dandWalesforall4yearoldswhoseparentswantit,andiscommittedtostagedtargetsforprovisionfor3yearoldsthereafter.Localeducationauthorities,inpartnershipwithprivateandvoluntaryproviders,havedrawnup"earlyyearsdevelopmentplans"forsecuringtheseobjectives.Theplansaredesignedtoshowhowco-operationbe
5、tweenprivatenurseries,playgroupsandschoolscallbestservetheinterestsofchildrenandtheirparents.FromApril1999,earlyyearsdevelopmentpartnershipsandplanswillbeexpandedtodeliverqualitychildcareintegratedwithearlyeducation.Inaddition,theGovernmentisworkingwithlocalauthoritiesandothersinEngland
6、toestablish"earlyexcellencecenters"designedtodemonstrategoodpracticeineducationandchildcare.InScotland,localeducationauthoritieshavebeentakingtheleadingrole,fromAu-gust1998,inplanningandco-ordinatingpre-schooleducationandinprovidingplaces,workinginpartnershipwithvoluntaryandprivateprovi
