3、ember2011toprepareforits2012hearingonthereportsubmittedbythePeoples’RepublicofChina,includingtheHongKongSpecialAdministrativeRegion(SAR)ontheimplementationoftheConventionontheRightsofPersonswithDisabilities(theConvention).TheCommitteewillberaisingquestionsfortheSARGovernmenttorespond.Th

4、isistheHongKongDemocraticParty’ssubmissionstatingourconcerns.WehopetheCommitteewilltakethemintoconsideration.GeneralPrinciplesontheRightsofPersonswithDisabilities(Articles1-4oftheConvention)1.TheConventionrecognizesthat“disabilityisanevolvingconceptandthatdisabilityresultsfromtheinterac

5、tionbetweenpersonswithimpairmentsandattitudinaland12environmentalbarriersthathinderstheirfullandeffectiveparticipationinsocietyonanequalbasiswithothers”.“Disability”resultsnotonlyfromone’spersonalphysicalimpairments,butalsofromthegeneralattitudeofsocietyandbarriersintheenvironment.1.Pro

6、videdthattheStateswhichhaveratifiedtheConventioncaneliminatedifferentformsofbarriers,“disability”willvanish.TheStatesmustnotlimittheirobligationstoprovidingpersonswithdisabilitiesmedicaltreatments,rehabilitationservicesandwelfaresupport.TheStatesmustalsochangetheirmindset.Theyshouldrefr

7、ainfromregardingtheproblemsfacedbypersonswithdisabilitiesfromtheperspectiveofsocialwelfarewhichaimstohelpthemtoadjusttomainstreamsociety.InsteadtheStatesshouldseetheissuefromtheperspectiveoftherightsofpersonswithdisabilities.Thisperspectiveaimstoeliminateallbarriersthathinderth
