6、pabilities,caneffectivelymanage,systemmaintenance-51-太原铁路建设有限公司项目部、部门职责范围与岗位职责第一章项目部、工区及架子队的职责第一条项目部职责1、贯彻执行国家和工程所在地政府有关工程建设和建筑管理的法律法规和政策，执行企业的各项规章制度。2、以企业法定代表人的代表身份处理与所承担的工程项目有关的外部关系（业主、监理、设计、地方政府、社区等），受委托签署有关合同，代表公司独立行使项目的生产经营活动，实现责任目标，确保上缴指标完成。3、接受公司各职能

7、部门的指导、监督、检查、服务和考核，并负责对项目资源进行合理使用和动态管理。根据项目管理目标责任书进行目标分解与责任划分。4、负责工程项目建设的生产经营活动，综合控制项目的施工进度、安全、质量并全面负责相关目标实现的全面责任；在施工过程中，严格执行有关技术规范和标准，积极推广应用新技术。5、组织制定项目各部门职责范围、各岗位职责和项目管理的规章制度。制定项目工作制度、考核制度与奖惩制度，并报公司审批。6、履行公司对项目部的经济承包目标，编制责任成本，实行内部独立经济核算，全面控制成本并制定实施措施，确保项目
