2、establishment,reformandabolitionofWTOandensuringtheuniformimplementationoftheagreementsandrulesinchina.TheeleventharticleoftheWTOagreementstipulatesthatmembersmustensurethattheirlawsandregulationsareinaccordancewithWTOrulesandagreementsareconsistent.Themembersmustimplementtherelev
3、antassociationinauniform,fairandreasonablemannerDiscussion.ItisanessentialpartofWTOmemberstoensurethatWTOagreementsandrulesareimplementedinaunifiedmannerinChinaObligation.ToensuretheunifiedimplementationoftheWTOagreementinChina,weneedtodothefollowing:first,theWTOagreementIfthereis
4、norelevantlegislationathome,lawsandregulationsshouldbeenactedassoonaspossibletofillthegap;twoIftherelevantlegislationinChinaconflictswiththeWTOagreement,itshouldbeamendedandabolishedatthepropertime;three,theestablishmentoftherelevantlawsandregulationsAnefficientfilteringmechanismt
5、hatfiltersfromtimetotimethespecificationfilesthatviolatetheWTOprotocolandrules.AccordingtoforeigncountriesTheexperiencecanalsoconsidertheintroductionofjudicialprocedure;fourtothecontentandessencereally"understanding"oftheagreementWTOGod,resolutelyimplementtherelevantprovisionsofth
6、elegislativelaw,strictlegislativeauthority,legislativeprocedures,topreventnewandWTOThelegalnormsthatconflictwiththerulesandregulations,ortheintroductionof"soilpolicies".Moreover,thereisnobalancewiththeWTOruleUnderthepremiseoftouching,theprotectionsystemofthedomesticindustrywillber
7、apidlyestablishedandimproved.(two)increasethetransparencyoftraderelatedlawsandregulations,andimprovethecorrespondingsupervisionmechanism.ThetransparencyoftradepoliciesisanecessaryconditionfortheliberalizationofinternationaltradeandfaircompetitionWTOprotocolandrulesarehighlyvalueda
