3、Chinese,tobriefyou,hopetofurtherpromotetheforeignChinaactivelyparticipateinthewesterndevelopment,promotethevastwesternregionstospeeduptheprogressofeconomicandsocialdevelopment.Ladiesandgentlemen:Ithasbeen15yearssinceChinaresumedthestatusofcontractingpartiestoGATTand
4、joinedtheWTO.Thevicissitudesofthepast15yearshavebeendeeplyimprintedonthememoryoftheChinesepeopleandwitnessedbyeveryforeignfriendwhocaresforandsupportsthecauseofChina'smodernization.Itisgratifyingtonotethatinrecentyears,withthejointeffortsofallthepartiesconcerned,the
5、processofChina'saccessiontotheWTOhasbeennoticeablyaccelerated.InMayandJunethisyear,ChinahasheldconsultationswiththeUnitedStatesandtheEuropeanUnionontheissueofChina'saccessiontotheWTOandhasreachedacomprehensiveconsensusontheissuesleftoverbythemultilateralnegotiations
6、.AtthebeginningofJulyandmidJuly,sixteenthWTOandseventeenthChineseworkinggroupmeeting,theendofthesubstantivenegotiationsChinesejoinedWTO,completedChinesejoinedWTOoftheprotocol,Chinaworkinggroupreportandothermultilaterallegaldocumentsdrafting.IbelievethattheSeptemberm
7、eetingoftheeighteenthmeetingoftheworkinggroupChina,willeventuallypassallthelegaldocumentsChinajoinedWTO,andtheselegaldocumentssubmittedtotheWTOGeneralCouncilforreview,totheendofChinaworkinggroup.Intheabsenceofanyspecialcircumstances,theFourthMinisterialConferenceoft
