4、nualexchangesinPakistan’scapital,Islamabad,andthePakistanibordertownofQuetta.Typically,thefewtelephoneservicesthatwereinplacehadnotbeenmaintainedfor20years.Settingupaninternationalcallcouldtakehours.Thereexistedtheremnantsoftwobasicfixednetworks,onedatingbacktotheSovietoccupationin1979
5、,theotheranewer,Chinese-builtsystem.Byend-2003recoveryhadcommencedandtherewerearound37,000fixedlinesinthecountry,withabout20,000ofthesetobefoundinthecapital,Kabul.Inanimportantstrategicmove,thegovernmentannouncedin2005thatlicencesweretobeissuedtoallowtheprivatesectortoestablishindepend
6、enttelephonecompanies.ThisinitiativewascalledtheLocalFixedServicesPlan(LFSP).ThemainobjectivesoftheLFSPlicencesweretofacilitatefasterrolloutofservicestosmalltownsandruralareasandtoprovideaninvestmentopportunityforsmall-mediumlocalinvestorsacrossthecountry.Theothermajorimpactontelecommu
