4、buildingsinKabulandsomefixedtelephonelinesdatingbacktothe1950swerereconnectedinthecapitalandinKandahar,viamanualexchangesinPakistan’scapital,Islamabad,andthePakistanibordertownofQuetta.Typically,thefewtelephoneservicesthatwereinplacehadnotbeenmaintai
5、nedfor20years.Settingupaninternationalcallcouldtakehours.Thereexistedtheremnantsoftwobasicfixednetworks,onedatingbacktotheSovietoccupationin1979,theotheranewer,Chinese-builtsystem.Byend-2003recoveryhadcommencedandtherewerearound37,000fixedlinesinthec
6、ountry,withabout20,000ofthesetobefoundinthecapital,Kabul.Inanimportantstrategicmove,thegovernmentannouncedin2005thatlicencesweretobeissuedtoallowtheprivatesectortoestablishindependenttelephonecompanies.ThisinitiativewascalledtheLocalFixedServicesPlan
7、(LFSP).ThemainobjectivesoftheLFSPlicencesweretofacilitatefasterrolloutofservicestosmalltownsandruralareasandtoprovideaninvestmentopportunityforsmall-mediumlocalinvestorsacrossthecountry.TheothermajorimpactontelecommunicationsinAfghanistancamewiththei
