1、我国加工贸易发展与海关监管政策完善中文摘要　　经过近三十年的发展，加工贸易作为改革开放以来我国的新兴外贸方式，经历了高速发展历程，在我国的国民经济和对外贸易中发挥越来越重要的作用，占据了外贸出口的;半壁江山;。但近年来，加工贸易的迅猛发展也带来了诸多问题。加工贸易加剧了我国贸易顺差，使之成为贸易摩擦的重要诱因和病垢的焦点；产业结构不合理，加工贸易企业多为劳动密集型行业，科技含量低；地方政府只重视经济效益，引进高污染、高耗能的加工贸易项目，严重破坏了自然环境。　　与此同时，加工贸易的发展也对海关传统监管模式提出了挑战，对海关监管的要求和与海关传统监管的矛盾越来越突出，海关监管制度及监管模

2、式存在的不足日益显现。本文从加工贸易特征入手，分析我国加工贸易发展现状及存在的问题，指出现行海关监管模式存在的弊端。在创新海关加工贸易监管制度的基础上，根据加工贸易新政的特点来思考当前海关加工贸易监管作业流程的改革，结合滨海新区加工贸易实际情况，进一步明确海关加工贸易监管业务改革的范围、方式，以及对改革的进程和分寸进行把握，同时提出了创新海关监管模式的设计及建议。关键词：加工贸易创新监管模式滨海新区ABSTRACT　　　　Forthirtyyearsdevelopment,theProcessingtradehasbeenthemainforceofChinaexport,andthe
