4、dKingdom.Withmostofthepeopleandwealth,Englandhasalwayshadbraggingrights.ThepartialtransferoflegislativepowersfromWestminster,implementedbyTonyBlair,wasdesignedtogivetheothermembersoftheclub-Scotland,NorthernIreland,andWales-abiggersayandtocountercentrifugalforcesthatseemedtothreatenthev
5、eryideaoftheunion.TheWelshshowedlittleenthusiasmfordevolution.WhereastheScotsvotedoverwhelminglyforaparliament,thevoteforaWelshassemblyscrapedthroughbylessthanonepercentonaturnoutoflessthan25percent.Itspowerswereproportionatelylimited.TheAssemblycandecidehowmoneyfromWestminsterortheEuro
