1、我国基层环境执法的困境与出路——以广州白云区为例摘要随着我国经济的快速发展和城市化进程的不断推进，我国的环境污染问题日益凸显出来。为了加强环境保护的工作，我国政府先后在“十一五”规划期成功减排了两种主要污染物。在“十二五”规划中提出了新的减排总量目标，并扩充了污染物的种类。且2012年国家又制定了更为严格的空气质量标准，增加了细颗粒物和臭氧这两个重要的污染指标。然而，由于“十一五”之前的环保目标大多没有实现，以致环保问题严重。致使现在的目标离根本改善环境质量还有很大差距，环境治理、监管及保护的任务依然

2、严峻。关键词：环境执法；环境监测；环境保护；建议措施而作为环境保护和监管工作基础的基层环境执法工作，在我国整体环境保护、治理和监管上起到最根本的作用。可以说，基层环境执法成效的好坏，将直接影响着我国环境保护和监管、治理的进行。因此，针对当前我国基层环境执法过程中的问题分析，加强对基层环境管理问题研究这些都将对我国环境保护及监管等具有十分重要重要的意义。因此，本文以广州白云区基层环境执法作为具体研究的对象，综合采用了文献分析法、案例分析法和对比分析法等多种分析研究方法，在对基层环境执法相关理论基础和对国

3、外环境执法经验总结的基础上，结合白云区基层环境执法的现状和存在的问题进了深入分析和研究，并得出了目前白云区基层环境执法中依然存在着生活污染比重上升、环境监管能力不足以及认识上的误区、44法律责任不严格、环保监管对象众多、现场执法透明度不高等问题。随后本文针对这些问题分别从立法、观念改变以及制度完善、技术加强等角度提出解决问题的对策和措施。而通过这次的研究和分析，本文希望不仅可以为白云区基层环境执法的具体工作改善提供了有效的参考作用，同时也能够为国内其他基层环保执法工作起到一定的借鉴意义。44Abstr
