3、gintheUnitedStatesduetohightaxes,laborproductivitywillfall,andthatwilldragdownAmericanwages.Comparedwithforeign-basedcorporations,U.S.multinationalcorporationsaresubjecttoparticularlyhightaxratesandcomplicatedtaxrules.TheUnitedStatestaxescorporationsontheir
4、worldwideincome,eventhoughthatincomemayalsobesubjecttotaxesintheforeignnationswhereitisearned.TheU.S.taxcodeprovidescreditstominimizedoubletaxation,butthisisacomplexanduncompetitivemethodofbusinesstaxation.Theworldwidesystemdiscouragestherepatriationofforei
5、gnearnings,anditputsU.S.businessesatadisadvantageinforeignmarkets.Bycontrast,two-thirdsofmajornationstaxcorporationsonaterritorialbasis,whichmeansthattheygenerallydonottaxbusinessincomeearnedoutsidetheirnationalborders.TherewouldbetwokeyadvantagesoftheUnite
6、dStates’switchingfromaworldwidetoaterritorialsystemofbusinesstaxation.First,itwouldendthecurrenttaxbarriertotherepatriationofforeignearnings.Currently,repatriatedforeignearningsaresubjecttothe35percentfederalcorporatetax,whichsuppressesprofitrepatriationand
7、thusinvestmentintheUnitedStates.Underaterritorialsystem,businessprofitsearnedabroadwouldberepatriatedfreeofaU.S.taxburden.Second,itwouldhelpmaketheUnitedStatesagoodhomefortheheadquartersofmultinationalcorporations.Currently,ahightaxrateandtheworldwidetaxsys
