3、tionsarenotinvestingintheUnitedStatesduetohightaxes,laborproductivitywillfall,andthatwilldragdownAmericanwages.Comparedwithforeign-basedcorporations,U.S.multinationalcorporationsaresubjecttoparticularlyhightaxratesandcomplicatedtaxrules.TheUnitedStatest
4、axescorporationsontheirworldwideincome,eventhoughthatincomemayalsobesubjecttotaxesintheforeignnationswhereitisearned.TheU.S.taxcodeprovidescreditstominimizedoubletaxation,butthisisacomplexanduncompetitivemethodofbusinesstaxation.Theworldwidesystemdiscou
5、ragestherepatriationofforeignearnings,anditputsU.S.businessesatadisadvantageinforeignmarkets.Bycontrast,two-thirdsofmajornationstaxcorporationsonaterritorialbasis,whichmeansthattheygenerallydonottaxbusinessincomeearnedoutsidetheirnationalborders.Therewo
6、uldbetwokeyadvantagesoftheUnitedStates’switchingfromaworldwidetoaterritorialsystemofbusinesstaxation.First,itwouldendthecurrenttaxbarriertotherepatriationofforeignearnings.Currently,repatriatedforeignearningsaresubjecttothe35percentfederalcorporatetax,w
7、hichsuppressesprofitrepatriationandthusinvestmentintheUnitedStates.Underaterritorialsystem,businessprofitsearnedabroadwouldberepatriatedfreeofaU.S.taxburden.Second,itwouldhelpmaketheUnitedStatesagoodhomefortheheadquartersofmultinationalcorporations.Curr
