2、实现预算任务的关键一步，也是整个预算管理的中心环节。预算的执行情况会直接影响到高校的财务状况和长远发展。目前，AB高校正积极推进部门预算管理改革，在教育科研支出结构的优化、预算监督和提升绩效管理水平等方面取得了一定的成绩。然而，AB高校在预算执行中还存在一些问题，降低了财政资金的运作效率，为解决面临的一些瓶颈问题，还需有针对性地进行深入研究和探讨。本文主要运用公共财政理论、全面预算管理理论、控制论等基本理论，采用案例研究法和实地调查法，将定量分析与定性分析相结合，紧紧围绕完善AB高校预算执行问题这条主线展开研究。本文基于AB高校预算

3、执行的社会、经济和政治等历史条件、国内外专家学者的主要研究成果及论述研究的方法和思路，在分析了AB高校预算执行管理模式、预算执行相关制度和预算执行流程三大块的基础上发现了预算执行进度不均、透明度不高、质量不佳等问题。结合上述理论分析和实践总结，提出了完善AB高校预算执行应有的全面预算管理模式、健全预算执行分析、监控、考评等制度、从多维度规范预算执行流程等建议，以求为未来AB高校的预算执行更加规范，资金使用效益更高，推动国家财政体制改革作出贡献，也为其他高校的预算执行管理改进提供借鉴与参考。关键词：AB高校；预算执行；战略导向；执行控
