3、gorouslyexaminedintheliterature.Thesuperexogeneitytestresultssuggestthatthereexistsarobustorstructurallyinvariantrelationshipbetweencapitalformationandincomegrowth,therebygivingcredencetopolicyevaluation.1.IntroductionSincetheestablishmentofthePeople’sRepublicofChinain1949,especiallysincethebeginni
4、ngofeconomicreformsin1978,theChineseeconomyhasdisplayedsignificantprogressdespitemuchpoliticalturbulenceandpopulationpressure.Forexample,accordingtotheStatisticalYearbookofChina1994,China’snationalincomeroseroughly42timesbetween1952and1993,whichcorrespondstoanannualcompoundedrateofgrowthof9%.During
5、theyearbeforeeconomicreformslaunchedin1978,itisabout5.7timeswiththeannualgrowthrateof6.9%.ThesenumbersareimpressiveevenwhencomparedwiththoseofthehighperformingeconomiessuchasHongKong,Singapore,SouthKoreaandTaiwan.ArecentreportbytheWorldBankalsoclaimsthatChinanowisoneofthefastestgrowingcountriesinth
6、eworldWorldBank,1993.Manyattemptshavebeenmadetoaccountforthisrapidgrowth;see,amongothers,Perkins1988,Chen1989,Gelbetal.1993,HaferandKutan1993,Chenetal.1995,andPomfret1996.Mostofthesestudiesusegrowthaccountingestimatestoanalyzepotentialfactors,whichincludeactivegovernmentpolicies,thesectoralrealloca
