2、goingeffortstoprovideemergencyshelter,food,andsupportiveservicesforneedyfamiliesandindividuals.Theprogramalsoconductsminimumrehabilitationofexistingmassshelterormassfeedingfacilities,butonlytomakefacilitiessafeandsanitaryandbringthemintocompliancewith

3、localbuildingcodes.PROGRAMPROCEDURESTheEmergencyFoodandShelterNationalBoardProgram(EFSP)isadministeredbytheU.S.DepartmentofHomelandSecurity/FederalEmergencyManagementAgency(FEMA).TheprogramhasbeenentrustedtoFEMAthroughtheMcKinney-VentoHomelessAssistan

4、ceAct(42USC11331etseq.)“tosupplementandexpandongoingeffortstoprovideshelter,foodandsupportiveservices”forthenation’shungryandhomeless.TheNationalBoard(therecipient)qualifieslocaljurisdictionsforfundingusingaformulabasedoncurrentFederalstatisticsonunem

5、ployment,poverty,andpopulation.StateSet-AsideCommitteesareestablishedtoreceiveaportionoffundingfromtheNationalBoardtoassistlocalitiesexperiencingdrasticeconomicchangesorthatdonotqualifiyfordirectfunding.TheNationalBoardselectedUnitedWayofAmericatoserv

6、easitsSecretariatandFiscalAgent.LocalBoards(LBs)mustsubmita“LocalBoardPlan”totheNationalBoardwhichoutlinesthefundingdistributionfortheirjusrisdiction.OncetheplanisapprovedbytheNationalBoard,theNationalBoardtransmitsfunding,intwoequalinstallments,byele
