2、别讨论了长短期合作时公私部门间风险的合理分担比例，并分析了未来收益对临界值的影响。研究发现：私人部门分担运营风险的比例小于临界值时，会选择积极合作策略；公共部门分担私人部门的建造风险，对私人部门的策略选择没有影响；未来收益能增强私人部门对当前PPP项目风险分担的意愿。公共部门可据此提供合理有效的风险分担比例，并设计有效的激励机制，鼓励私人部门积极合作。关键词：风险分担；未来收益；PPP项目；演化博弈；公共文化中图分类号：F282文章标识码：A文章编号：1007—3221(2016)05—0021—07doi：10．12005／orms．201
