3、ationcandoforthem."ThatfaithisbasedonaconvictionthatthevitalityoftheUnitedStates,itscreativeanddiverseculturallife,itsisnationalsecurityandtherobustnessofitsdemocraticinstitutionsowemuchtothequalityofinstitutionsofhighereducation.2Oursociety’sconfidenceinitsinstitutionsofhighereducationis
4、expressedthroughthegenerousinvestmentsofthefederalandstategovernmentinbasicandappliedresearch,investmentthatwiselycouplesupportforresearchwithsupportforgraduateeducation.Itisalsoexpressesthroughfederalandstateinvestmentsthatsubsidizethecostofhighereducationforthosewhocannotaffordtopay,inv
5、estmentsbyprivatefoundationsandcharitieswhoseecollegesanduniversitiesasthebestroutesforachievingtheirstrategicgoals,andinvestmentsbyindividualsandbytheprivatesector,whoseeuniversitiesastheincubatorsoffuturehealthandprosperity.Inreturnforthisbroadsupport,societyrightfullyexpectscertainthin
6、gsfromus.Itexpectsthegenerationofnewideasandthediscoveryofnewknowledge,theexplorationofcomplexissuesinanopenandcollegialmannerandthepreparationofthenextgenerationofcitizensandleaders.Intimesoftrouble,itisespeciallyimportantthatweliveuptotheseexpectations.3Themedievalimageoftheuniversityas
