2、stingandfutureresidents.ThisHousingPolicyGuidesetsforthspecificpoliciesandactionswhichwillhelpAPA,itsmembers,andnationalpartnerseffectivelyaddressthiscountry'shousingneeds.StatementofIssuesInorderforcommunitiestofunction,theremustbeanadequatesupplyofhousinginproximitytoemploymen
3、t,publictransportation,andcommunityfacilities,suchaspublicschools.Thehousingstockmustincludeaffordableandaccessibleforsaleandrentalunits,notonlytomeetsocialequitygoals,butinordertoensurecommunityviability.Thedevelopmentofadiverseandaffordablehousingstockmustbecarriedoutwithoutsa
4、crificingsoundregulationsthatareinplacetoprotecttheenvironmentandpublichealth.Professionalandcitizenplannershaveanumberoftoolstoshapethedirectionofhousingdevelopment:comprehensiveandstrategicplans,zoningandotherlanduseregulatorytechniques,anddevelopmentincentives.Plannershaveake
5、yroletoplayinsupportinginformeddecisionmakingthatcreateshousingoptionsforallpeopleincluding:low-andmoderate-incomehouseholds,seniors,peoplewithspecialneeds,familieswithchildren,andthehomelessinbothruralandurbanareas.TheAICPCodeofEthicsstronglyandexplicitlystatesthatplannershavea
6、responsibilitytosupporttheneedsofunderrepresentedanddisadvantagedpeople.Landusedecisionsinvolvingaffordablehousingmayelicitlocaloppositionforavarietyofreasons,presentingchallengestoplanners.Aplannerwhohasfactualinformationaboutthecommunity'shousingneeds,includinghousingpricesand
