3、partofacomprehensiveplanningframeworkthatcombinesthebenefitsofpreservationwithothercommunityplanningobjectives.Planningandpreservationworkhandinhandtoensuretheconservationofhousingstockinresidentialneighborhoods,economicdevelopmentandrevitalization(includ
4、ingthepreservationandrevitalizationofdowntowns),protectionofhistoriclandscapes,andpreservationandgrowthmanagementofruralvillages,andconservationoffarmland.Inaneraofprofoundchange,thethreattothesenon-renewablehistoricresourcesisaccelerating,requiringinnova
5、tiveplanningsolutions.Thesethreatsinclude:•Diminishedfundingforpreservationatthefederalandstatelevels.•Theimpactoftransportationprojectsonculturalresources.•Legislativeenactmentsdesignedtopreemptstateandlocalpreservationlaws.•Theprivatepropertyrightsmovem
6、entanditsattackonpreservationprogramsatthelocallevel.•Developmentresultingineitherdemolitionorretentiononlyofbuildingfacades.•Ignoranceofarchaeologicalresources.•Subordinationofhistoricpreservationtootherdesignconcerns.RepeatedcutbacksinFederalfundingandr
7、educedtaxincentives—combinedwithalackofunderstandingconcerningtheeconomicbenefitsofpreservation—havesappedvaluableenergyfromAmerica'spreservationmovement.Atthesametime,plannershaveatremendousopportunitytocapitalizeonpositivedevelopmentsthatarebuildingthec
