3、entaryProvisionsChapterIGeneralPrinciplesArticle1Thepresentlawhasbeenenactedforthepurposeofstrengtheningthesupervisionandadministrationofproductionsafety,preventingandreducingsafetyaccidents,defendingthesafetyoflifeandpropertyofthemasses,andpromotingthedev
4、elopmentofeconomy.Article2ThepresentlawshallbeapplicabletotheproductionsafetyoftheentitiesthatareengagedintotheproductionandbusinessoperationactivitieswithintheterritoryofthePeople'sRepublicofChina(hereinafterreferredtoastheproductionandbusinessoperationen
5、tities).Wheretherearedifferentprovisionsinlawsoradministrativeregulationsconcerningthesafetyoffirecontrol,roadtrafficandtransportation,railwaytransportation,watertransportation,civilairtransportation,etc.,suchprovisionsshallbeapplied.Article3Fortheadminist
6、rationofproductionsafety,theguidelinesof"safetyfirst,focusonprevention"shallbeobserved.Article4Theproductionandbusinessoperationentitiesshallobservethepresentlawandotherrelevantlaws,regulationsconcerningtheproductionsafety,strengthentheadministrationofprod
7、uctionsafety,establishandperfectthesystemofresponsibilityforproductionsafety,perfecttheconditionsforsafeproduction,andensurethesafetyinproduction.Article5Themajorperson-in-chargeoftheproductionandbusinessoperationentitiesshalltakechargeoftheoverallworkofth
8、eproductionsafetyoftheentityconcerned.Article6Theemployeesoftheproductionandbusinessoperationentitieshavetherighttoproductionsafetyaccordingtolaw,andshallalsobeobligedtoperformtheirobligationsregardingtoprodu
