2、eguardinghumanhealth,ensuringeffectiveutilizationofwaterresourcesandpromotingprogressofthesocialistmodernizationdrive.Article2 ThisLawappliestopreventionandcontrolofpollutionofrivers,lakes,canals,irrigationchannels,reservoirsandothersurfacewaterbodiesandof
3、groundwaterbodieswithintheterritoryofthePeople'sRepublicofChina.ThisLawisnotapplicabletopreventionandcontrolofmarinepollution,whichisprovidedforbyaseparatelaw.Article3 RelevantdepartmentsundertheStateCouncilandlocalpeople'sgovernmentsatvariouslevelsmustinc
4、orporateprotectionofthewaterenvironmentintotheirplansandadoptwaysandmeasurestopreventandcontrolwaterpollution.Article4 Theenvironmentalprotectiondepartmentsofthepeople'sgovernmentsatvariouslevelsshallbetheorgansexercisingunifiedsupervisionandmanagementofpr
5、eventionandcontrolofwaterpollution.Navigationadministrationofficesofthecommunicationsdepartmentsatvariouslevelsshallbetheorgansexercisingsupervisionandmanagementofpollutioncausedbyships.Waterconservancyadministrationdepartments,publichealthadministrationde
6、partments,geologicalandminingdepartments,municipaladministrationdepartments,andwatersourcesprotectionagenciesformajorriversofthepeople'sgovernmentsatvariouslevelsshall,throughperformingtheirrespectivefunctionsandinconjunctionwithenvironmentalprotectiondepa
7、rtments,exercisesupervisionoverandmanagementofpreventionandcontrolofwaterpollution.Article5 Allunitsandindividualsshallhavethedutytoprotectthewaterenvironmentandtherighttosuperviseandinformagainstanypollutionordamagetothewaterenvironment.Anyunitorindividua
