5、developed.Article2ThisLawisapplicabletotheworksafetyofentitiesengagedinproductionandotherbusinessactivities(hereinafterreferredtoasthe“businessentities”)withintheterritoryofthePeople'sRepublicofChina.Wherearelevantlaworadministrativeregulationprovidesoth
6、erwiseforfiresafety,roadtrafficsafety,railwaytrafficsafety,waterwaytrafficsafety,civilaviationsafety,nuclearandradiationsafety,orsafetyofspecialequipment,theprovisionsofsuchalaworadministrativeregulationshallapply.Article3Inworksafety,thenotionof“people-
7、orientedandsafedevelopment”andtheprincipleof“safetyfirst,focusingonprevention,andintegratedcontrol”shallbeadheredto,theprimaryresponsibilitiesofbusinessentitiesshallbereinforcedandenforced,andamechanismincludingtheresponsibilitiesofbusinessentities,parti
8、cipationofemployees,governmentalregulation,industryself-regulation,andsupervisionfromthegeneralpublicshallbeestablished.Article4BusinessentitiesmustcomplywiththisLawandotherlawsandregulationsrelatedtoworksafety,strengthenw
