1、摘要随着社会、经济的发展，随着科技的进步，人力资源越来越受到各类企业的重视。成本管理理论的发展及其在管理实践中的广泛运用、人力资本理论的成熟、人力资源会计的发展使得人力资源成本管理成为可能，人力资源成本管理在实现人力资源配置目标上成为和人力资源管理同等重要的管理活动。j本文运用传统的成本会计和成本管理思想，构建了企业人力资源成本管理的系统。该系统涵盖了包括企业人力资源成本管理理论、方法体系、信息基础、核心管理职能在内的所有内容。在文章的第三章和第四章深入地探讨了企业人力资源成本管理的实际运作思路：首先，提出了建立内部会计系统，来

2、核算和计量人力资源成本和价值的方法。利用会计的专门的分类作用，对人力资源成本进行了全面的分类，并设计了相应的内部报表体系，以揭示人力资源成本信息。在此基础上，做出人力资源成本预算的报表。其次，在人力资源成本预测方面，创新性地提出将成本的预测分为“量”和“价”两个方面，并给出具体的、可行的方法。还有，借鉴了传统成本管理的预算与控制理论。在论述过程中，一个新方法的提出和“老方法新用”都注意到它的优点和缺陷，充分考虑了人力资源成本管理和传统的成本管理的区别和联系。另外，文章还扩展地论述了成本管理方法在人力资源管理中的运用。关键词：人力
