3、iewtoincreasingdisposableincome,fosteringefficientresourceallocation,aswellasimprovingsocialprovisionsinruralareas.Whileittakestimeforreformmeasurestoaddressissuesofastructuralnature,therearesignsthatthelivingstandardofruralresidentshasimprovedmorenoticeablyo
4、verthepastfewyears.Mostnotably,thegrowthrateofruralincomehasacceleratedtocatchupwithitsurbancounterpart,andtherural-urbanincomegaphasstartedtostabilize.Povertyreductionhasalsoprogressedatarapidpace.Theongoingpolicyeffortsareexpectedtoshowfullerimpactsoverthem
5、ediumtolongterminenhancingproductivityinruralareasandimprovingthewell-beingofruralresidents.RuralfinanceThefinancialsysteminruralareashaslongbeencharacterisedbyalackofaccesstocapitalbyfarmersandsmallruralenterprises.Highinformationcollectioncostsandsmallloans
6、izeshaverenderedthelendingbusinesstotheagriculturalsectorunprofitableforruralfinancialinstitutions.Also,loanstoindividualpeasants,whoserepaymentabilityisimpairedbytheirlimitedpricingpowerintheincreasinglycompetitivemarkets,representariskyassetclassfromthepers
7、pectiveoflendinginstitutions.Asaresult,ruralfinancialinstitutionshavestrongincentivestouseruraldepositsforlendinginurbanareastoenhancetheirreturns.Thelackofcreditfromformalfinancialinstitutionsthenforcespeasantstoresorttorelatives,friendsorevenusuriesforfunds
