2、重要的意义，同德县事业单位改革既有制约因素，也有有利条件，只有坚持实事求是的改革思路，有必要的保障措施，就能够形成符合同德实际的公益服务体系。本文以公共管理学的基本理论为指导，通过分析同德县事业单位现状和存在的问题，借鉴国内相关事业单位改革的经验，运用文献资料研究法、实例分析法、跨学科理论融合研究等，从同德县事业单位的实际出发，紧密结合自身工作实际，结合改革实例进行剖析，就存在的问题进行原因分析，对同德县建立健全公益服务体系进行了探索。并针对现状问题提出意见建议，旨在为同德县事业单位改革提供参考与借鉴。关键词：同德县事业
