2、odelhavetriggeredseverecontroversialissuesamongpublicareas.Inthiscircumstance,theChinesetaxiservices’administrativesystemanditsbusinessmodelcallforimmediatereform.HarbinisoneofthemostimportantcaptaincitiesintheNortheastofChina.Intheyearof2010,followingtheleadofthenatio

3、naltaxiservicesreform,Harbinmadethefirststepfurther,startingwiththere-constrictionoftaxibusinessmodel.Bytheendof2010,thecitygovernmentandtheTaxiServiceAdministrationDepartmentmadethepublicannouncementandauthorizedone-thousandmoretaxislaunchingintothepublictransportatio

4、nsystem.Theannouncementalsodemandedthecompanyofsuccessfulbiddermustconductthebusinessbymanagingthetaxiserviceunderthecompanyadministration,whichsettlesasthebasicreformdirectionofHarbintaxiservicesandremarksthefullyoperationofthere-contraction.Thisessaymakesathoroughana

5、lysisonthegenerationanddevelopmentofthecitytaxisserviceanddemonstratesits’indispensableroleinacity’sdevelopmentandconstriction.Further,theanalysisfocusesonHarbincity.ByreviewingthedevelopinghistoryofHarbintaxiservicesanddiscussingitscurrentsituation,thispartaimstofindt

6、hesolutionandcreateatheoreticalconditionforthefollowingarguments.Thecentralcomponentofthisessayconductsanin-depthandall-roundeddiscussiononthethemeof‘EnterpriseOwnedandOperationofTaxi’.Itstartswiththeoreticalanalysisaimingtofindthebasiccharacters.Thenitshowsthereform’s
