5、sofHandanMunicipalityDecember8,2009Chapter1GeneralProvisionsArticle1inordertoregulatethebehaviorofdogsanddogmanagement,maintainpublicorder,protecttheenvironmentandtoprotectthepublichealthandsafety,accordingtotheprovisionsofrelevantlawsandregulations,withtheactualcit
6、y,theenactmentofthisordinance.Secondregulationsforthebreeding,breeding,tradingandmanagementofdogsintheadministrativeareaofthisMunicipalityshallbegovernedbytheseregulations.Military,policedogsandzoos,researchinstitutionsandotherunitsforspecificworkneedtomanagethedog,
7、inaccordancewiththerelevantprovisionsofthecountry.ThethirdpublicsecurityorganistheDepartmentresponsibleforthemanagementofdogsintheadministrativeregionofthismunicipality.Citypublicsecuritydepartmentsshouldsetupspecializedagenciesresponsiblefordogregistration,dogbusin
8、essactivitiesrecord,sitemanagement,illegaldetentionofdogdogbehavior,catchdogs,straydogs,andunlicenseddogsetc..Thepublicsecuritydepartments
