7、(TEA-21),whichaddedconceptsoffairnessinthedistributionofresourcestothoseoftheefficiencyofthetransportationsystem.Itisclearthattomakeinvestmentdecisionsonarationalmultimodalbasis,itisnecessarytobeabletoassesstheperformanceofeachofthemodesinaconsistentway,sothatresourcescan
