4、loymentmanagementpractices,fosterupandconsummateanopen,well-structuredhumanresourcesmarketfeaturingcompetitionsinadueorder,andprovideservicesforjob-seekinglaborersandtalent-seekingemployingunits.Article2Theseregulationsshallapplytothelaborer'sjobapplicationandwork,theemp

5、loyer'semploymentand,provisionofemploymentserviceactivitiesbypublicemploymentserviceorganssponsoredbylaborsecurityauthoritiesandemploymentintermediaryorgansexaminedandapprovedbylaborsecurityauthorities.TheemployingunitsmentionedinthisRegulationrefertoenterprises,individu

6、aleconomyorganizations,privatenon-enterpriseorganizations,state-ownedadministrations,institutionsandsocialorganswithinChineseterritorywhichrecruitlaborerswithwhomtheyenterintolaborrelations.Article3Laborsecurityadministrationsabove-countylevelshallprovideemploymentservic

7、eandconductemploymentmanagementwithintheirrespectivelyadministrativeareaspursuanttolaws.ChapterIIJobApplicationandEmploymentArticle4Laborersshallenjoytherighttobeemployedonanequalbasisaccordingtolaws.Laborersshallbesubjecttonodiscriminationincurredbydiscrepanciesintermso
