4、ementpractices,fosterupandconsummateanopen,well-structuredhumanresourcesmarketfeaturingcompetitionsinadueorder,andprovideservicesforjob-seekinglaborersandtalent-seekingemployingunits.Article2Theseregulationsshallapplytothelaborer'sjobapplicationandwork,theemployer'semploymen

5、tand,provisionofemploymentserviceactivitiesbypublicemploymentserviceorganssponsoredbylaborsecurityauthoritiesandemploymentintermediaryorgansexaminedandapprovedbylaborsecurityauthorities.TheemployingunitsmentionedinthisRegulationrefertoenterprises,individualeconomyorganizatio

6、ns,privatenon-enterpriseorganizations,state-ownedadministrations,institutionsandsocialorganswithinChineseterritorywhichrecruitlaborerswithwhomtheyenterintolaborrelations.Article3Laborsecurityadministrationsabove-countylevelshallprovideemploymentserviceandconductemploymentman

7、agementwithintheirrespectivelyadministrativeareaspursuanttolaws.ChapterIIJobApplicationandEmploymentArticle4Laborersshallenjoytherighttobeemployedonanequalbasisaccordingtolaws.Laborersshallbesubjecttonodiscriminationincurredbydiscrepanciesintermsofnationality,race,genderandr
