4、gulationssoastoimproveemploymentserviceandintensifyemploymentmanagementpractices,fosterupandconsummateanopen,well-structuredhumanresourcesmarketfeaturingcompetitionsinadueorder,andprovideservicesforjob-seekinglaborersandtalent-seekingemployingunits.Arti

5、cle2Theseregulationsshallapplytothelaborer'sjobapplicationandwork,theemployer'semploymentand,provisionofemploymentserviceactivitiesbypublicemploymentserviceorganssponsoredbylaborsecurityauthoritiesandemploymentintermediaryorgansexaminedandapprovedbylabo

6、rsecurityauthorities.TheemployingunitsmentionedinthisRegulationrefertoenterprises,individualeconomyorganizations,privatenon-enterpriseorganizations,state-ownedadministrations,institutionsandsocialorganswithinChineseterritorywhichrecruitlaborerswithwhomt

7、heyenterintolaborrelations.Article3Laborsecurityadministrationsabove-countylevelshallprovideemploymentserviceandconductemploymentmanagementwithintheirrespectivelyadministrativeareaspursuanttolaws.ChapterIIJobApplicationandEmploymentArticle4Laborersshall
