3、estmentorensurethatitcontributestodevelopment.Newkindsofinternationalinvestmentagreements(IIA)thatdoabetterjobofpromotingmorestableinvestmentflowsandsupportingsustainabledevelopmentareneeded.Foreigndirectinvestment(FDI)flowsintodevelopingcountriesincreasedsignificantlyin2006,reachin
4、gUS$379.1billion,theirhighesteverlevels.Thepercentageofglobalinvestmentinflowsgoingtodevelopingcountriesin2006exceededtheiraverageannualpercentagesharefrom1995-2000,thoughtheirsharedeclinedslightlyto29percent,downfrom33.2percentin2005,duetoevenfasterratesofincreaseininvestmentflowsi
5、ntodevelopedcountries.FDIinflowsarecriticallyimportantforgrowth.Since1994,FDIhasrepresentedthelargestcomponentoftotalresourceflowsintodevelopingcountriesexceedinginflowsfromotherprivatesources,suchasloansandportfolioinvestment,andpublicsources,suchasoverseasdevelopmentassistance(ODA
6、).FDIexceeded51percentoftotalresourceflowstodevelopingcountriesin2006.Unfortunately,thisapparentlyrosyglobalpicturemaskssignificantchallengesfordevelopingcountriesseekingtorealizethebenefitsofFDI.FDIflowstodevelopingcountriesareunstableandunevenlydistributedFDIhasbeenconcentratedina
7、relativelysmallnumberofcountries,mostlyinAsia,includingSingapore,IndiaandMalaysia.InmanyAfricancountriesandlessdevelopedcountries(LDC)aroundtheworld,ODAremainsthelargestsourceofexternalfinance.Recentinvestmentactivity,drivenbythesearchfornewresourcewealth,haspassedsomecountriesbyent
