2、lusnothingnew’.Thefactthatevaluationsdon’tcapturenoveltyandideasdoesnotmeanthatthehumanitarianendeavourislackinganinnovativespirit.Themotivationtoextendassistancetothoseaffectedbyconflictornaturalcalamityhasdrivenindividualstoextremelengths–andledtocons
3、iderableingenuityandperseverance.ThestartingpointofthisALNAPstudyisthatmuchongoingworkintherealmofhumanitarianlearningandaccountabilitydoesnotseektogeneratenewanddifferentwaysofoperating.Rather,itfocusesonexistingpractices,policiesandnormsofbehaviour,an
4、dinvolvesdetectingandcorrectingdeviationsandvariancesfromthesestandards,orfindingwaysinwhichstandardoperatingprocedurecanbebetterimplemented.Thefocusisonincrementalimprovementsinpractices.Muchhumanitarianlearningarguablyfocusesonsingle-looplearningatind
5、ividualandgrouplevels–hencethefrequent‘nothingnew’criticism.Questioningexistingpractices,norms,policiesandrationalescanoftenleadtodirectconflictwithongoingorganisationalprocesses.Such‘generativelearning’isalsoinhibitedbyagrowingcultureofcomplianceandthe
6、rigidcontractualnatureofaidrelationships,bothofwhichpushagenciestodeliveraccordingtopre-definedgoals,methodsandtargets.Inresponsetothis,andtheperceptionsofcontinuedlearningfailures,therearegrowingnumbersofthinkersandpractitionerswithinthesectorwhoarguet
7、hatagenciesneedtostartpushingtheboundariesofcurrenthumanitarianpractice.Ifestablishedaidorganisationsfailtoprioritiseinnovations,theyareindangeroflosingpopularsupportandbeingovertakenbynewtypesofrelieforganisations.ThisstudyaimstoexplorehowALNAPmembersa
8、ndthewidersectormightprioritiseinnovationandrisk-takinginpolicyandpractice.Itdoessobyfirstreviewingexperienceintheprivate,publicandthirdsectorstodevelopaconceptualmodelwhichshouldenableabetterunderstandingofwhatinnovationsmeanfor
