3、rmanceofKeep-Right-Except-To-Passissteadilyeffectiveinlighttrafficbutpooreffectandunsteadinessinheavytraffic.Andthetrafficefficiencyisoverallbetterthanthecaseofwithouttherule.Inordertooverallenhancethetrafficcapacityefficiently,wesuggestanewrulethatSlowerTrafficKeepsRight--Itispromotedtokeepspee
