3、vantlawsandadministrativeregulations,accordingtotheactualsituationofYuntaiMountainscenicarea,theenactmentofthisordinance.Thesecondregulationappliestotheplanning,protection,construction,utilizationandmanagementofscenicspotsinYuntaiMountain(hereinafterreferredtoasscenicspots).Thescop
4、eofthethirdscenicareasisapprovedbytheStateCouncilapprovedbytheStateCouncil"YuntaiMountainScenicAreaMasterPlan"(hereinafterreferredtoasthescenicareamasterplan).Thelandscapeisdividedintofirstclassprotectedarea,twogradeprotectedareaandthreegradeprotectedarea.Thespecificboundariesofthe
5、protectedareasaredesignatedandpromulgatedbythepeople'sGovernmentofLianyungangMunicipality(hereinafterreferredtoastheMunicipalPeople'sGovernment)accordingtothemasterplanofthescenicspot.Themanagementoffourthscenicspotsadherestotheprinciplesofscientificplanning,unifiedmanagement,stric
6、tprotectionandsustainableutilization.TheconstructionadministrativedepartmentsofthefifthProvincialPeople'sgovernments(hereinafterreferredtoastheprovincialconstructiondepartments)areresponsibleforthesupervisionandmanagementofscenicspots.Thescenicspotmanagementinstitutionestablishedby
7、theMunicipalPeople'sGovernment(hereinafterreferredtoastheadministrativeorgan)shallberesponsiblefortheprotection,utilizationandunifiedmanagementofthescenicspotinaccordancewiththerelevantlaws,regulationsandtheregulations.Thescenicareapeople'sgovernmentandthecityplanning,construction,
