1、生态建设理念在区域建设用海规划中的实践探讨以横琴南部滨海新城区域建设用海规划为例林丽华黄华梅王平庄铎谢健Hamm*分局在全面推进生态文明建设和实现美丽海洋的愿景下，融入生态建设理念是区域建设用海制度成功施行的关键。在分析区域建设用海制度沿革和生态建设理念提出背景的基础上，以国家严控该项审批制度以来首个获批的代表性区域建设用海规划为例，阐述生态建设理念在区域建设用海规划实践中的思考和应用。生态建设理念在IX域建设用海规划中重点体现在四个方面：（1）岸线规划充分体现“生活”和“生态”的人居环境，实现岸线的生态化和绿植化；（2）“
