2、企业对外担保管理暂行办法第一章总则 第一条为有效控制企业对外担保风险，维护国有资产安全，防止国有资产流失，根据《中华人民共和国公司法》、《中华人民共和国合同法》、《中华人民共和国担保法》和《企业国有资产监督管理暂行条例》以及有关法律、法规，制定本办法。 第二条本办法所称的担保行为是指企业以担保人名义与债权人约定，当债务人（以下简称“担保申请人”）不履行或者不能完全履行债务时，担保人应按照约定履行债务或承担责任的经济行为。 第三条担保业务必须坚持以下原则： （一）平等、自愿、公平、诚实信用原则；toacustomerrequestfor

5、nvestigationshouldbecompletedbythepersonhimself,maynotauthorizeathirdparty,exceptwhereotherwiseprovidedforbythesystemoftheBank.BranchManagermayhint,instruction,ordersignatureofinvestigationsincasesthatarenotinvolvedintheinvestigation,pre-loaninvestigationamereformality.11th
