3、hamsummedupinsuccessionbasedontheidea,thefirstcomprehensiveexpositionofthetheoryofutilitarianism,laidthetheoreticalfoundationandtheclassicalnaturallawphilosophyfromBritain'slegalsystemreformwork.HisthoughtsonlegislativeprinciplesandlegislativetechniquespromotedtheEnglishlegalreformmovementinn
4、ineteenthCentury,andaffectedsomeEuropeancountries.Basedonthevaluejudgmentofutilitarianprinciple,hepaidspecialattentiontothecriminallaw,andbegantocommentontherationalityofpunishmentasthebeginningofhiswritingactivitiesonthereformoflaw.Therefore,Bentham'sutilitarianismpenaltyviewoccupiesanimport
