3、echnicalmeasures,thusithasthecharacteristicsofreasonable,flexible,subtle,complexandextensive,andmayneedtobeadjustedaccordingtotheirownintereststhathasstrongpertinence.Atpresent,technicaltrademeasureshavereplacedanti-dumpingasthelargestnon-tariffbarrierfacingo
4、urcountry'sexports.Abouteveryyearinourcountryisaffectedbytheanti-dumpingmeasuresagainstexportsaccountedforonly1%oftheannualexports,exportsaffectedbytechnicalbarrierstotradehasmorethan25%,fromabout450toabout$50billion,involvingagriculturalproducts,textiles,toy
5、s,electromechanicalproductsandhigh-techproductsandotherfields.Becausetherearetoomanyarticlesinthisarea,Ihopetotalkaboutitfromdifferentculturalbackgrounds.Thefirstishegemonicthinkingincompetition.Technicalbarrierssinceitisaweapontoprotecttheirownindustries,sot
6、oachievethepurposeofpickythingsinevitably,formulatesomestandardsandregulationsandiscarefullyplanned,speciallytoacountry'sexportproducts,whichoftenletyouputitagainst.TheEuropeanUnion,forexample,hastriedtolimitthegrowthofJapanesecarsintheEuropeanmarket,andhasdr
7、awnupnewenvironmentalprotectionstandards.Newstandardtoallcarcarbondioxideemissionsin2008theEuropeanmarketsalesto25%lowerthanin1995,thisisundoubtedlydirectedtotheJapaneseandKoreancars,becauseintheEuropeanmarket,theJapanesecarwithadvancedrecreationalvehiclesand
8、largecars,theaveragelevelsofcarbondioxideemissionstonearly10%higherthantheEuropeanlocaltheproductionofcars.Toreachthetarget,theJapanesecarwillreduceanaverageofmorethan31%ofcarbondioxideem
