3、sandpoliceofficersandwillnotfullydeployuntiltheendoftheyear,UnitedNationsofficialssaid.Eventhetroopsthatareinplace,theoldAfricanUnionforceandtwonewbattalions,lackessentialequipment,likesufficientarmoredpersonnelcarriersandhelicopters,tocarryouteventhemostrudimentaryofpeacekeepingtasks.S
4、omeevenhadtobuytheirownpainttoturntheirgreenhelmetsUnitedNationsblue,peacekeepersheresaid.Thepeacekeepers’workismoreessentialthanever.Atleast30,000peopleweredisplacedlastmonthasthegovernmentanditsalliedmilitiasfoughttoretaketerritoryheldbyrebelgroupsfightingintheregion,accordingtoUnited
5、Nationshumanrightsofficials.Forweeksaftertheattacks,manyofthedisplacedwerehidinginthebushnearbyorlivingintheopenalongthevolatileborderbetweenSudanandChad,inaccessibletoaidworkers.Mostwantedtoreturntotheirscorchedvillagesandrebuildbutdidnotfeelsafefromroamingbanditsandmilitias.Aweekspent
6、thismonthwiththepeacekeepingtroopsbasedhereattheheadquartersofSectorWest,awind-blownoutpostattheheartoftherecentviolence,revealedaforcestrugglingmightilytodobetterthanitsmuch-malignedpredecessor,butwithlittlenewmanpowerorequipment.Despitethis,theforceismanagingtoprojectagreatersenseofse
7、curityforthetensofthousandsofvulnerableciviliansinthevastterritoryitcovers,mountingnightpatrolsindisplacedpeople’scampsandsendinglong-rangepatrolstotheareashardesthitbyfighting.Butthesesmallgainsarefragile,andifmoretroopsdonotarrivesoon,theforcewillbewrittenoffasbeingasineffect
