3、ilities-expectationsgapanalyticalconcepttoexamineandcomparetheactualUNpeacekeepingcapabilitiesandexpectationsinthepost-ColdWarera,andtoassessthefeasibilityoftwobasicoptionsforclosingthelargegapthathasdevelopedbetweenthetwosincetheearly1990s–aUNcapabilitiesincreaseand/oraUNexpectation

4、sdecrease.IarguethataslongasUNMemberStatescontinuetobeunwillingand/orunabletoprovidepoliticalleadership,instrumentsandresourcescommensuratewiththedauntingtasksofpeacekeepingandpeacebuilding,aUNexpectationsdecreasewillremaintheonlyfeasibleoptionforclosingthegapbetweenUNcapabilitiesand

5、expectations.Asinthepast,thismeansthattheUNwillconstantlybeforcedtomakeFaustianchoicesbetweenthequantityandqualityofitspeacekeepingoperations.Inthe21stcentury,however,therepercussionsofbothofthesechoicesarelikelytobemoreformidablethaneverbefore.IfUNpeacekeepingsuffersanotherhigh-prof

6、ilefailurebecauseofaRwanda-likeinactionoraSrebrenica-likeinadequateaction,theUN’scollectivesecurityroleisboundtobesignificantlyerodednotonlythroughacombinationoflimitedresourcesanditsMemberStateconflicts,butalsobyasubstantiallyincreasedinvolvementofvariousnon-UNactors,andbyagrowingse
