2、大众化理论在我国传播的过程中存在着理解上的偏差，在指导我国高等教育大众化的实践中存在一些问题制约着我国高等教育大众化进程。高等教育经费投入落后于高等教育大众化的快速进程；办学体制单一，层次趋同；教师队伍建设滞后于高等教育大众化的快速进程；高校发展规模与速度方面存在盲目性；学校升格、改名和专业设置方面缺少科学规划；高校贷款搞建设方面存在盲目性，等等。只有全面、深入地研究具有中国特色的高等教育大众化的策略，才能推进我国高等教育早日顺利实现大众化，才能使高等教育大众化真正成为推动国家经济和社会发展的强大动力。在理论上：建构
3、有中国特色的高等教育大众化理论；正确把握高等教育发展方向。发展速度方面：实施“低速增长、稳步发展”方针。动力机制方面：加大教育投入，2010年实现4%，建立以政府为主体的办学体制。实现方式方面：完善高等教育结构；调整高等教育专业的设置；建立高等职业技术教育体系；建立各层次高校之间的合作网络。制度建设上：完善高等教育质量保证体系；完善高校毕业生就业制度；改善农村高等教育政策。目前我国的高等教育正处于从精英教育向大众化教育转变的“过渡阶段”,只有正确把握高等教育大众化的内涵和实质，才能促进我国高等教育大众化的进程。关键词
