4、ntofChina.TheoutflowoftalentswillweakenthepowerofscienceofChina.AfterSecondWorldWar,theUSandSovietcametoGermanytoseizethefruitsofvictory.SovietseizedmachinesofGermanyandtheUSseizedGermantalents.TheUSvaluedscienceandtechnologicaltalents,whichstrengthenedthepowerofAmerica

5、nscienceandhelpitwontheUS-SovietColdWar.AndlookatthestateinChina:AlotofChinesescience-technologymanpowermovedtoaboardtogetbetterdevelopment.Also,overthepastfewyears,becauseChinagovernmentdidn’tspendenoughmoneytosupportscientificresearchandsomedevelopedcountriesissuedpol

6、iciestogetscienceandtechnologicaltalents,manyscientificresearchpersonnelgaveuptheworkinChinaandwentaboard.Asaresult,thepaceoftechnologicaldevelopmentcannotmatchthepaceofeconomicdevelopment.ItalsowillblockChineseenterprisestogoglobal.IfChineseenterpriseswanttogoglobal,th
