2、保险就是国家对农业保险保费进行补贴。农业保险作为世贸组织允许各国支持农业的“绿箱”政策之一，是农户分散风险、弥补损失的重要手段。内蒙古自治区开展政策性农业保险已有4年的时间，本文通过对内蒙古自治区8个主要粮食产区农户参与政策性农业保险情况的实际调研，基于农户视角，从农户参与度、认知度、对现行农业保险的评价、对农业保险赔款作用评价四方面研究了内蒙古自治区农业保险的运行绩效。研究结果表明，内蒙古自治区政策性农业保险规模逐渐扩大，农户参与率非常高，农业保险制度比较合理，农业保险赔款作用得到了很好的发挥；但是也存在农业保险
3、宣传力度不够、农户认识水平不高、勘察定损环节不合理、农业保险产品单一等问题。本文针对上述问题提出发展内蒙古自治区政策性农业保险应该加大宣传力度、提高农户认知度、提高农业保险服务水平、完善农业保险条款等政策建议。关键字：农户；政策性农业保险；绩效StudyontheperformanceofpolicyAgriculturalinsurancebasedonfarmers’perspectiveAbstractPolicyAgriculturalinsurancehasthesupportofnationalpoli
