1、TheStatesPartiestothepresentCovenantrecognizetherightofeveryonetoanadequatestandardoflivingforhimselfandhisfamily,includingadequatefood,clothingandhousing,andtothecontinuousimprovementoflivingconditions.TheStatesPartieswilltakeappropriatestepstoensuretherealizationofthisright,recog
2、nizingtothiseffecttheessentialimportanceofinternationalco-operationbasedonfreeconsent.2.TheStatesPartiestothepresentCovenant,recognizingthefundamentalrightofeveryonetobefreefromhunger,shalltake,individuallyandthroughinternationalco-operation,themeasures,includingspecificprogrammes,
3、whichareneeded:(a)Toimprovemethodsofproduction,conservationanddistributionoffoodbymakingfulluseoftechnicalandscientificknowledge,bydisseminatingknowledgeoftheprinciplesofnutritionandbydevelopingorreformingagrariansystemsinsuchawayastoachievethemostefficientdevelopmentandutilization
4、ofnaturalresources;(b)Takingintoaccounttheproblemsofbothfood-importingandfood-exportingcountries,toensureanequitabledistributionofworldfoodsuppliesinrelationtoneed.InternationalCovenantonEconomic,SocialandCulturalRights,Article11EachStatePartytothepresentCovenantundertakestotakeste
5、ps,individuallyandthroughinternationalassistanceandco-operation,especiallyeconomicandtechnical,tothemaximumofitsavailableresources,withaviewtoachievingprogressivelythefullrealizationoftherightsrecognizedinthepresentCovenantbyallappropriatemeans,includingparticularlytheadoptionofleg
6、islativemeasures.2.TheStatesPartiestothepresentCovenantundertaketoguaranteethattherightsenunciatedinthepresentCovenantwillbeexercisedwithoutdiscriminationofanykindastorace,colour,sex,language,religion,politicalorotheropinion,nationalorsocialorigin,property,birthorotherstatus.Intern
