1、GeneralAgreementonTradeinServices（GATS）Members,          Recognizingthegrowingimportanceoftradeinservicesforthegrowthanddevelopmentoftheworldeconomy;          Wishingtoestablishamultilateralframeworkofprinciplesandrulesfortradeinserviceswithaviewtothe

2、expansionofsuchtradeunderconditionsoftransparencyandprogressiveliberalizationandasameansofpromotingtheeconomicgrowthofalltradingpartnersandthedevelopmentofdevelopingcountries;          Desiringtheearlyachievementofprogressivelyhigherlevelsofliberaliza

3、tionoftradeinservicesthroughsuccessiveroundsofmultilateralnegotiationsaimedatpromotingtheinterestsofallparticipantsonamutuallyadvantageousbasisandatsecuringanoverallbalanceofrightsandobligations,whilegivingduerespecttonationalpolicyobjectives;        

4、  RecognizingtherightofMemberstoregulate,andtointroducenewregulations,onthesupplyofserviceswithintheirterritoriesinordertomeetnationalpolicyobjectivesand,givenasymmetriesexistingwithrespecttothedegreeofdevelopmentofservicesregulationsindifferentcountr

5、ies,theparticularneedofdevelopingcountriestoexercisethisright;          Desiringtofacilitatetheincreasingparticipationofdevelopingcountriesintradeinservicesandtheexpansionoftheirserviceexportsincluding,inter alia,throughthestrengtheningoftheirdomestic

6、servicescapacityanditsefficiencyandcompetitiveness;          Takingparticularaccountoftheseriousdifficultyoftheleast-developedcountriesinviewoftheirspecialeconomicsituationandtheirdevelopment,tradeandfinancialneeds;          Herebyagreeasfollows: Part
