1、REFEREEINGGUIDELINESANDINSTRUCTIONSMESSAGEFOR2013The2013BeachVolleyballRefereeingGuidelinesandInstructionshaveundergoneasignificantchangeinconceptfrompreviouseditions.Inadditiontoguidelinesandinstructions,alsoincludedareallrelevantprotocols(i.e.OfficialMatchProtocol;ForfeitandDefaultProt

2、ocol;BallMarkProtocol;MedicalInjuryProtocol;ProtestProtocol;andFirstRefereeVerbalCommunicationwiththeAudienceProtocol).Itishopedthatthisdocument,whichyearafteryearisbeingupdatedinordertoreflectthevariousruleandofficiatingdevelopments,willbebothinformativeandchallenging.Itshouldbereadinco

3、njunctionwiththeRulesoftheGame,andtheCasebook,whichasapackageformsthefoundationofourofficiatingreferences.AneweraattheFIVBencouragesourgoverningbodiestobringBeachVolleyballcloserandmoreintegratedintheoverallstructure.Alsoithasbeenrealizedthatthegameneedstobetteradapttothedesiresofthevari

4、ousstakeholders.Relevantissuesthathavebeenaddressedmainlyrelatetotheneedfordecreasingtheexcessiveamountofstoppagesinthegameversustimeofballinplay,plustheexcessiveamountofopportunitiesforplayerstoaddresstherefereesasthisunderminestheauthorityoftherefereescausingdisciplineissuesinthegame.S

5、omeoftheseimprovementshavestartedin2011andbeenachievedbyclearingupproceduresandmakingsurethatallavailabletoolsweredulyenforcedbyourvariousOfficialsatthetournaments.OthershavebeensecuredbymergingVolleyball/BeachVolleyballterminology/conceptsandrulesinareaswherepossible.Thisistobeenforcedf

6、rom2013andonwards.RefereesmustpayparticularattentiontoseveralrelevanthighlightsonthecriteriaforenforcingtheRulesoftheGamemaintainingbothconsistencyanduniversalcriteriaatalltimes.Thequalityofofficiatingintheseparticularareasisakeyfactorinthesuccessfulcommunicationtoallpartiesofthecriteria
