4、the“newnormal,”maintainingstabilityinthelabormarketisapriority.Thecountry’sdemographyandlabordynamicsarechanging,afterbenefittinginpastdecadesfromamplecheaplabor.Sofar,thelabormarketappearstoberesilient,evenasgrowthslows,driveninpartbyexpansionoftheservicessector.Migrantflow
5、sandpossiblelaborhoardinginovercapacitysectorsmayalsohelpexplainthis.Yet,whilethelattertwofactorshelpserveasshockabsorbers—contributingtolabormarketstabilityintheshortterm—iftheypersist,theymaydelaytheneededadjustmentprocess,contributingtoaninefficientallocationofresourcesan
6、dcurtailingproductivitygains.Thispaperquantifiestowhatextentstructuraltrendsandthereformpaceaffectemploymentgrowthunderthenewnormal.Delaysinreformimplementationwouldweakengrowthprospectsinthemediumterm,runningtheriskthatjobcreationwillfallbelowpolicytargets,leadingtolabormar
