1、STATEPRE-KAFTERTHERECESSION:STALLEDORTURNINGUPThe2012-2013schoolyearcappedadismalhalf-decade,withmorebadnewsaswellasaglimmerofhope.Afterthe2011-2012downturninspendingandquality,manystatepre-Kprogrambudgetsleveledoffandevenregainedsomeground.Thisoffershopethatasstatebudgetsemergefromthe

4、toolittlefundingoverevermorechildren,whichledtoexpandedaccesswhilejeopardizingprogramquality.Whatremainstobeseeniswhetherthesmallenrollmentdecreaseof2012-2013,coupledwithasmallincreaseinspendingrepresentsaturningpointafterwhichbothaccessandqualitywillbeincreased,orsimplyanewstasisinwhi
5、chneitheradvancessignificantly.Statefundingforpre-Kincreasedby$30.6millionin2012-2013,adjustedforinflation.ThisisjustasmallsteptowardsreversingnearlyaHalfabilliondollarsincutsinthepreviousschoolyear,butitisastepintherightdirection.Combinedwiththedecreaseinenrollment,theincreasedfunding
6、yieldeda$36increaseinstatespendingperchild,bringingthatamountto$4,026.Inmanystates,localgovernments,primarilylocaleducationagencies,alsocontributesubstantivelytofundingforpre-K.Onlysomestatessystematicallycollectinformationonlocalfunding,butwhatisdocumentedaddsanother$600perchild.Progr
7、essonqualitystandardsalsoappearstobeinaholdingpattern.Ohiometanewbenchmarkforadoptingcomprehensiveearlylearningstandards,makingthisthefirstiteminNIEER'squalitystandardschecklisttobemetbyallprograms.Ontheotherhand,Missourilostabenchmarkforreducingitsprofessionaldevelopmentrequirementb
