3、currence.TheorderlytransferofauthorityascalledforintheConstitutionroutinelytakesplaceasithasforalmosttwocenturiesandfewofusstoptothinkhowuniquewereallyare.Intheeyesofmanyintheworld,thisevery-four-yearceremonyweacceptasnormalisnothinglessthanamiracle. Mr.President,Iwantourfellow
4、citizenstoknowhowmuchyoudidtocarryonthistradition.Byyourgraciouscooperationinthetransitionprocessyouhaveshownawatchingworldthatweareaunitedpeoplepledgedtomaintainingapoliticalsystemwhichguaranteesindividuallibertytoagreaterdegreethananyother.AndIthankyouandyourpeopleforallyourhe
5、lpinmaintainingthecontinuitywhichisthebulwarkofourrepublic. Thebusinessofournationgoesforward. TheseUnitedStatesareconfrontedwithaneconomicafflictionofgreatproportions.Wesufferfromthelongestandoneoftheworstsustainedinflationsinournationalhistory.Itdistortsoureconomicdecisions,
6、penalizesthrift,andcrushesthestrugglingyoungandthefixed-incomeelderlyalike.Itthreatenstoshatterthelivesofmillionsofourpeople.Idleindustrieshavecastworkersintounemployment,humanmiseryandpersonalindignity. Thosewhodoworkaredeniedafairreturnfortheirlaborbyataxsystemwhichpenalizess
7、uccessfulachievementandkeepsusfrommaintainingfullproductivity.Butgreatasourtaxburdenis,ithasnotkeptpacewithpublicspending.Fordecadeswehavepileddeficitupondeficit,mortgagingourfutureandourchildren’sfutureforthetemporaryconvenienceofthepresent.Tocontinuethislongtrendistoguaranteet
